Description

Professor Avgouleas was invited to speak to a European Parliament Party's conference on the governance and accountability of the European Central Bank alongside the president of the inviting European Party leading MEPs,senior ECB representatives, journalists, activists, and political figures from across Europe. Emilios stressed the need to reform the ECB's governance within reason as the ECB was the least culpable of the EU institutions in the last crisis and as a matter of fact it got most of its critical calls right since 2008. However, the ECB is no longer a pure monetary authority. Its acquisition of executive powers in the form of Eurozone bank supervision, its role in country rescue packages as a guardian of macro-economic conditionality, and the inherent conflict that seems to be breeding between maintaining price stability though very low interest rates and protecting financial stability means that the ECB's statute has to be rethought.
