'Linking Trade Liberalisation, Standarisation and Development: Sanitary and Phytosanitary Measures in the Economic Partnership Agreements between the EU and the ACP States': This contribution explores the approach of the European Union (EU) to standarisation and regulatory convergence in the area of sanitary and phytosanitary measures at the bilateral/inter-regional level, taking as a case-study the Economic Partnership Agreements (EPAs) with African, Caribbean and Pacific countries. It examines the balance struck in these agreements between the vitally important but often conflicting policy objectives of public health protection, trade liberalisation, and development promotion, and assesses them against the existing disciplines under the law of the World Trade Organisation. Drawing on EPAs and other regional agreements concluded by the EU, it questions whether regulatory convergence is, in fact, a policy objective of the Union in the field of sanitary standards.
