Sir, The "Star Chamber" concluded that the UK could not ever rely on the doctrine of fundamental change of circumstances in international law to exit the backstop because in the leading case in the International Court of Justice between Hungary and Slovakia, "the fall of the Soviet Union, disappearance of the Warsaw Pact, and dissolution of Czechoslovakia, were not sufficient to satisfy this ground".
