apace7/local_volume_database: First Public Release

Description

This is the first release of the local volume database package. The package is currently primarily composed of data files (both input YAML files and combined user friendly csv/fits files). Development is planned for interface with datafiles/input files and expanding the database. A summary pdf document of the LVDB content is include in the release.
