Abstract

This chapter looks at the current state of 'foreign language education for young people' in Scotland, which is undergoing major changes with the introduction of the new language policy <1+2 APPROACH> 'mother tongue plus two foreign languages', and the historical and linguistic context surrounding it, from the perspective of practitioners directly involved in the ongoing reform of foreign language education in Scotland. The presentation will look at the historical and linguistic background to this change. We will then consider how to deal with and what to aim for in 'Japanese language education for young people' (JFL) for children learning Japanese as a foreign language in English-speaking Scotland.

本章はスコットランドで現在進行中の外国語教育改革の現場に直接関わる実践者の視点から、新しい言語政策<1+2 APPROACH>「母語+2つの外国語教育」の導入で大きく変わろうとしているスコットランドの「年少者向け外国語教育」の現状と、それを取り巻く歴史的、言語的な背景を見渡します。そして、英語圏のスコットランドで外国語として日本語を学ぶ(JFL)子どもたちの「年少者日本語教育」とどのように向き合い、何を目指すのかについて考えていきます。
