Abstract

China has set a clear climate target of achieving carbon neutrality by 2060. Carbon emission trading system (ETS) has been widely recognized for its critical role in the process of carbon neutrality. Carbon capture, utilization and storage (CCUS) is becoming a reliable option for most industrial sectors to achieve carbon neutrality. There is no CCUS project linking to the national ETS through CER mechanism in China as far. Based on the investigation of international cases, a number of critical issues should to be concerned during CCUS project linking to ETS, such as actual emission reduction accounting of CCUS project, the double calculation of emission reduction and monitoring responsibility allocation. Therefore, this article proposed several advices to promote CCUS linking national ETS, such as improve the accuracy of CCUS emission reduction by establishing a certificate system, build a cost subsidy mechanism and a quota auction subsidy mechanism to promote the development of CCUS, explore the possibility of linking CCUS regulations to the existing legal framework. Researches on the key issues and countermeasure of CCUS projects linking to the national ETS will greatly promote the synergistic interaction between CCUS and the national ETS, and jointly contribute to the realization of carbon neutrality.
