Abstract
Why is agricultural insurance necessary? What are the persistent challenges with agricultural insurance schemes in India? Has the Pradhan Mantri Fasal Bima Yojana (PMFBY) launched in 2016 been able to address and overcome those issues? In this chapter, I will try to answer some of these questions. The first section introduces the concept and operationali- sation of crop insurance. The second section provides a historical back- ground to the debates regarding crop insurance and identifies some of the longstanding issues related to the conceptualisation and implementation of erstwhile crop insurance schemes in India. The third section analyses the available data about the functioning of the PMFBY on the parameters iden- tified in the previous section. The final section concludes the paper high- lighting some important issues about PMFBY and suggests some possible policy remedies.
