Abstract

This chapter discusses the role of sports councils, specifically UK Sport and Sport England, in the implementation of government policy relating to high-performance sport and sports participation, respectively. In the implementation of policy, the sports councils move between being ‘agents’ directed by government to being a ‘principal’ in the process whereby they guide the work of the organisations they fund, which are primarily national governing bodies. UK Sport's relatively stable and straightforward remit has meant that the organisation can be described as being more successful in policy implementation compared with Sport England, whose remit has fluctuated, though political interest has remained stable.
