Subcontracting as corporate social responsibility in the Chad-Cameroon pipeline

Abstract

Subcontracting by multinational corporations presents us with a paradox that we explore ethnographically. On the one hand, it often responds to a logic of corporate disentanglement and detachment. On the other, when the promotion of ‘local business’ becomes a development goal in its own right, subcontracting appears as an exercise in corporate responsibility. This chapter analyses subcontracting arrangements in the Exxon-Mobil-led Chad-Cameroon pipeline project. In our case, the corporate gift presupposed American and European corporate persons who had mastered legal rules and standards of business conduct and Chadian and Cameroonian businesses who needed to be educated in them. No matter how welcomed this particular gift was by most of its recipients, it turned out to be fragile, compromised, and ephemeral.
